it is suggested that 是“有人提議，有人建議”的意思。其中，it 只是形式主語，that引導的從句才是真正的主語，從句中的謂語動詞通常要用“should+動詞原形”的虛擬語氣。這樣的句式是屬於一種用it來作形式主語的句型。類似這樣句型還有：it is requested that……“有人要求……”。
