英語語法當中的主謂一致有就前一致和就近一致。和前面保持一致的有as well as,With, together with,along with,Rather than,like表像的時候，But表示除了做介詞的時候，謂語動詞都要和前面保持一致。

就近一致有there be ,here be,or, either...or, neither...nor, not...but,not only...but also

由下列詞語連接的並列主語："there be＋句型；or；either …or；nor; neither…nor；whether…or；not…but; not only…but also" ；等。

whether or是就近原則的一種，具體用法如下：

whether or not：是否。

whether or not it is：它是否是。

whether or not to：是否。

whether or not it will：它是否會。

例如：

I am not sure whether or not I should go with her. 我不確定我是否應該和她一起去。

They were considering whether or not it was worth trying to save the evidence. 他們在考慮是否值得嘗試保存證據。

I don't know whether or not it is true. 我不知道它是否是真的。

The weather forecast is uncertain, whether or not it will rain today is unknown. 天氣預報不確定，今天是否會下雨是未知的。

動詞的形式由or後面的人稱的數決定。如，Whether you or he comes, I will be glad.
