no matter what：不能引導主語從句，只能引導讓步狀語從句。whatever：既可以引導名詞性從句，也可以引導讓步狀語從句，引導讓步狀語從句時，可以替換為no matter what
例如：No matter what you say is of no importance now.(錯)
Whatever you say is of no importance now.(對)
第一句的no matter what you say 這一部分是整句句子的主語，所以no matter what 引導的是主語從句，但是no matter what 是不能引導主語從句的（名詞性從句的一種）,所以這句話是錯的。而第二句的whatever you say 也同樣是句子的主語，而whatever 可以引導名詞性從句,所以這句話是對的。
這裡不是倒裝，而是讓步狀語從句
