5日上午9時，十三屆全國人大四次會議在北京人民大會堂開幕，國務院總理李克強作政府工作報告。
今年是“十四五”規劃開局之年，報告既有對過去發展成績的總結，也有對未來經濟社會的發展目標和對政府工作的建議。
2020年工作總結
-全年國內生產總值增長2.3%。
Economy grew by 2.3 percent year on year.
-全年為市場主體減負超過2.6萬億元，其中減免社保費1.7萬億元。
The burden on market entities was reduced by more than 2.6 trillion yuan for the year, including 1.7 trillion yuan in social insurance premium cuts and exemptions.
-大型商業銀行普惠小微企業貸款增長50%以上，金融系統向實體經濟讓利1.5萬億元。
Inclusive finance lending by large commercial banks to micro and small businesses increased by more than 50 percent. The real economy thus received an infusion of 1.5 trillion yuan from financial institutions.
-城鎮新增就業1186萬人，年末全國城鎮調查失業率降到5.2%。
A total of 11.86 million urban jobs were added, and the year-end surveyed urban unemployment rate dropped to 5.2 percent.
-居民消費價格上漲2.5%。
Consumer price index (CPI) rose 2.5 percent year on year.
-年初剩餘的551萬農村貧困人口全部脫貧、52個貧困縣全部摘帽。
All remaining poor rural residents, totaling 5.51 million in early 2020, were lifted from poverty, as were all of China's remaining 52 poor counties.
-新冠肺炎患者治療費用全部由國家承擔。
All medical bills for treating COVID-19 patients were covered by the government.
“十三五”時期主要成就
-國內生產總值從不到70萬億元增加到超過100萬億元。
GDP increased from less than 70 trillion yuan ($10.8 trillion) to over 100 trillion yuan.
-5575萬農村貧困人口實現脫貧。
Its entire rural poor population, 55.75 million in number, was lifted out of extreme poverty.
-城鎮新增就業超過6000萬人。
Over 60 million urban jobs were added.
-建成世界上規模最大的社會保障體系。
The world's largest social security system was established.

2021年部分重點工作
財政：今年赤字率擬按3.2%左右安排
The deficit-to-GDP ratio for the year is set at around 3.2 percent.
減稅：將小規模納稅人增值稅起徵點從月銷售額10萬元提高到15萬元
The VAT threshold for small-scale taxpayers will be raised from 100,000 yuan to 150,000 yuan in monthly sales.
降費：中小企業寬頻和專線平均資費再降10%
Average rates for broadband and dedicated internet access services for small and medium enterprises will be lowered by another 10 percent.
消費：穩定增加汽車、家電等大宗消費
Steady increases in spending on home appliances, automobiles, and other big-ticket items are encouraged.
創新：以“十年磨一劍”精神在關鍵核心領域實現重大突破
Time and energy will be fully devoted to making scientific explorations and major breakthroughs in key technologies, just as a blacksmith in the past would spend years forging the perfect sword.
鄉村振興：做好鞏固拓展脫貧攻堅成果同鄉村振興有效銜接
Efforts will be aligned to consolidate and expand the achievements in poverty alleviation with efforts to promote rural revitalization.
開放：推動區域全面經濟夥伴關係協定儘早生效實施、中歐投資協定簽署
Efforts will be made toward the early entry into force and implementation of the Regional Comprehensive Economic Partnership Agreement and the signing of the China-EU Comprehensive Agreement on Investment.
環保：北方地區清潔取暖率達到70%
Clean heating will account for 70 percent of all heating in northern China.
教育：在教育公平上邁出更大步伐
Major strides in ensuring equitable education will be made.
醫保：居民醫保和基本公共衛生服務經費人均財政補助標準分別再增加30元和5元
Government subsidies for basic medical insurance for rural and non-working urban residences will increase by an average of 30 yuan (about $4) per person, and subsidies for public health services will increase by 5 yuan per person.
住房：解決好大城市住房突出問題。規範發展長租房市場，降低租賃住房稅費負擔
Prominent housing issues in large cities will be addressed. Well-regulated development of the long-term rental housing market will be ensured., and taxes and fees on rental housing will be cut.
文體：精心籌辦北京冬奧會、冬殘奧會
Meticulous preparations for the 2022 Winter Olympics and Paralympics in Beijing will be made.
港澳臺：完善特別行政區同憲法和基本法實施相關的制度和機制
The relevant systems and mechanisms of the two special administrative regions for enforcing the Constitution and the basic laws will be improved.
