Subject: [BRF] 使用程式碼建立BRF ruleset

該程式碼實現的功能:

1 為existing function建立一個空的ruleset

2 建立一條rule以及兩個rule variable Customer Discount和promotion discount

rule的規則是: 如果promotion的折扣 大於customer,則使用promotion的折扣進行price計算,否則使用customer的折扣進行計算。

3 建立兩個formular分別進行基於customer和promotion折扣的price計算
